Description

If the blessing of "Kiddush Levana" is a ברכת המצווה, a blessing that we say over a Mitzva [which, in this case, the blessing=the Mitzva], it would open the option to say it on behalf of someone else, versus if it's a ברכת הנהנין, a blessing over benefit of the moon, which would limit it to two people "benefiting" EQUALLY
