We have a clear prophesy and Halacha paskened by the Rambam that Tisha Bav will become no less then a Yom Tov. But according to the Rambam, they FASTED during the time when the 2nd temple was built. So what needs to happen for it to be changed to a Holiday? (There was a SIREN in the middle of the shuir, which explains the two-minute break)
