This Mishna begins a series of mishnayos dealing with the Mazik of Aish. This mishna discusses a) who is responsible when a number of people contribute to the fire in different ways (eg. one brings the wood and one brings the fire). b) whether one is responsible also for blackening stones and scorching earth. c) a machlokes tanaim regarding what is an effective barrier that would patur (exempt) one from having to pay for damages that arise from one's fire spreading from his own property and damaging someone else's property.
