This mishna discussing the payment of the owner of the shor tam when the neveilah (dead carcass) is either worth nothing or has a certain value. It brings a machlokes tanaim (R' Meir and R' Yehudah) as to the case the Torah is referring to when it says ומכרו את השור החי וחצו את כספו וגם את המת יחצון.
