Rav Kook brings from his sefer 'Ain Ayah' that the Rambam says when making a bracha, a person is reminded of Hashem. Our love for Eretz Yisrael is a foundation of our Judaism and since brats remind us of all aspects of our life, it must be that the Halachos and details of the halachos strengthen our connection with Hashem. We learned that the closer the food item is to the word 'Aretz' in the pasuk, the earlier you make the bracha. The pasuk however, includes two mentions of the word 'Aretz'. Rav Kook says that there are two different parts of the pasuk representing two different types of people. Even though the first relationship is closer to the land, if one lives in the land but is a second type of Jew, he still goes first.
