[Sefer Aish Kodesh (PG. 14) 'Shabbos Teshuva'] We know that Hashem fulfills all mitzvos, but how does Hashem do Teshuva? Hashem regrets all perceived evil that he sent to the world or wanted to send to the world. The Piacenza Rebbe says that its not enough for Hashem to just regret the evil brought to us and to remove it because then we are left in the same low state that we were before. Instead, Hashem has to also satisfy our original state and fill it with 'simcha'. The same is true for us. When we sin, it is not enough for us to just regret it and say sorry, rather we also have to make ourselves better and more than we were before.
