In this shiur we will present the Ramban's thesis that the process that begins Sefer Dvarim, i.e. Moshe Rabenu's elucidation of the first 4 Chumashim of the Torah, reaches its culmination here in Ki Tavo. Sefer Devarim reaches its climax with the second Kabalas HaTorah similar, yet different, than the first Kabalas HaTorah at Har Sinai. In both cases Hashem elevates the nation of Israel to that of Am Segula; in both the entire nation is present for Kabalas HaTorah. Both represent a Bris (covenant) between Hashem & His People. Yet the two represent two different Toros. The first, Torah She'bichtav; the second, Torah She'bal'peh. The latter Bris is the essential one representing the מקבלי התורה. We will study the formulation of the Maharal.
