Defining the nature of the takana of Moshe Rabenu, embellished by Ezra, which established an obligation of Krias HaTorah, i.e. the public reading of the Torah. Is the obligation incumbent upon the tzibbur as a community, or is the obligation a chovat yachid incumbent upon the individual? We will analyze the controversy between the Ramban & Reb Chaim Brisker on this fundamental issue. Reb Chaim held that one must guarantee that he can find a tzibbur to facilitate the reading of the Torah. In the latter part of this shiur we will analyze the issue raised by the Rav, za"l, namely, is the mitzva kriah or shemiah? A blind person is not obligated to read, but is obligated to hear. The Rav's opinion in the name of his Father was the ind must hear.
