Based on the writings of Rav Chaim Cohen, the Chalban, Tallelei Chaim, Sefer Bereishis, P. 559. The nation of Israel may rely on miracles, but are individuals permitted to do so? The more a person drops his externality and connects, in pnimius (inner essence) to the nation of Israel and to "ve'ahavtah le're'achah kamochah" (loving your neighbor as you love yourself), the more he might merit some form of miraculous intervention. This is more difficult for a person who lives a life of externality and who therefore drowns in his taivos (needs and desires). The need to involve ourselves in the tzibur's (community's) needs. It is never a good thing to ask Shamayim to shine a spotlight on the individual - three types of "dangerous" behaviour. The rights of the tzibur, or minyan, are much greater than those of the individual. Why it is not a good idea to make a minyan in a house. What makes a generation or individuals in that generation merrit miracles, e.g., R' Chanina ben Dosa, or the Ba'al Shem Tov?
