Hashem only promises if He knows that the person will continue to daven - there is full accountability, rather than a "welfare state." The implicit threat of reduced fear of Hashem once the promise has been received. A generational sense of entitlement. A promise is Hashem's business, our avodas (service of ) Hashem is our business, and it helps advance Hashem's promise into this world.
