Based on the sefer Toras Ha'Ro'eh by R' Areleh Har'el. P186. Does nevuah (prophecy) play a part in halacha? The power of the chachamim (sages) does not lie in nevuah (prophecy), but in their special connection to Hashem which allows them to decide halacha (Jewish law) through a unique influx of divine inspiration (ruach hakodesh). The concern over a sudden revelation to an undeserving person. If "Torah lo baShamayim hi" (Halacha is not decided in Heaven), then how do we understand ruach hakodesh throughout the generations? What is a talmid vasik (ancient student [not easily translated])? Humility - the most important and primary midah (character trait). Approaching Torah learning with kedushah (holiness) and hard work. The famous Gemara disagreement between R' Eliezer and the Chachamim. "Torah lo basShamayim hi" means that once Hashem had His day at Har Sinai, He is [so to speak] no longer allowed to interfere in halachic decisions here in this world. The great test of the Chachamim and Hashem's confidence in their ability and kedushah (holiness) by acceeding to their decision. The Rambam and Ra'avad's disagreement about the permanence of holiness on Har HaBayis (Temple Mount).
