8th Perek, piece 1. Na'asei (we will do) is referring to all of the practical aspects of accepting Hashem's ratzon (will). Nishma (we will listen) is referring to the pnimius (inner) of Torah, the poetic and deep aspects of Torah. Na'asei is like a servant who has no choice but to obey while nishma is like the ben melech (the son of the King) who obeys but also has the freedom to search around his father's treasure houses and to try to understand who his father is. The nishma-type Jews really began appearing during the times of the Ba'al Shem Tov and the Gra, who were both attempting to help these people to find their nishma within Torah instead of leaving it. We need to parent the way that this generation needs, and not in the ways that the previous generations needed.
