When the Jewish people are one, there is a unity between Kudsha Berichu and Shechintei. The foundation of Torah and Mitzvos is the unity of the Jewish people. Achdus (unity) means connecting with Hashem. When we are one with Hashem, he sees nothing bad in us. His extreme love for us covers up all of our sins. The purpose of Mitzvos is to unify God and his Shechina (as it were). The way this is done is through expressing love for another Jew. Therefore, all other mitzvos are just a commentary on this mitzvah of Loving Jews.
