בכבוד הרב שליט'א I was recently listening to the rov`s shiur about dina dmalchusa dina where he said that the reason we pay taxes today is not really due to dina dmalchusa dina, but more to do with a "din shutfas", and that by not paying taxes to the government it is as if I am stealing from every citizen. Does this mean therefore, that if I am over payed from the government- such as extra child tax benefits being paid by mistake, I have to return it, and can`t rely on "taos akum" being permitted as it is as if I am stealing from every citizen- including Jews?
